[orca-list] Orca doesn't announce link despite I can navigate by heading

Hello all,

Environment:
- Debian Sid
- Firefox 60
- Orca master

Steps to reproduce:
1) Open http://www.lefigaro.fr/
2) Press the key to navigate to the next heading

Result: Orca announces the title followed by link

Expected result: Orca should announce the title followed by link 
followed by the header level
