This appears to be related to a bug that I see usinb a bluetooth 
keyboard, although it would appear it affects any laptop mode keyboard. 
My capslock key is performing both the Orca and capslock functions. I 
have to toggle the screen reader and restart it in order to fix the 
problem, but then if my keyboard is disconnected for any reason, i.e. if 
I switch the multi-device keyboard to another device and back to the 
computer, the problem returns; the capslock is performing both functions 
again.
