Only speak displayed text means only speak the text which appears on the
screen. Screen reader on and screen reader off are not displayed on the
screen. If I make the change you expect, someone else will report it as
a bug for the reason I just stated.

Hello all,
1) Enable "only speak displayed text"
2) Quit Orca
Result: Orca doesn't announce it is turned off
Expected result: Orca should announce it has been turned off
3) Start orca
Result: Orca doesn't announce it is turned on
Expected result: Orca should announce it has been turned on
Best regards.
