I think you will be happy with Mate 1.20, found in Ubuntu 18.04 and
Debian Buster. In Ubuntu's version, The wifi, battery state, volumes,
messages, and bluetooth settings are grouped in the Indicator applet,
which you may remember from the previous Ubuntus. The battery state,
wifi signal strength, wifi security state are all spoken, as you wish,
but the submenu names in Indicator Applet are not always spoken. The
Orca included in Ubuntu 18.04 and Debian Buster is 3.26.
In Buster's Mate version, the same things are spoken, as above, but
Debian doesn't use the indicator applet. More notifications seem to get
spoken in Ubuntu than in Debian. In both instances, the default layout
is the one with two panels, and the side-by-side menus of Applications,
Places, and System. A single-panel layout is available in both; in
Debian it's called Opensuse, and in Ubuntu, it's called Redmond.
