That's because I wrote in /usr/bin/orca-on:
gsettings set org.mate.interface accessibility true
and in /usr/bin/orca-off
gsettings set org.mate.interface accessibility false
But the dconf interface is not available in console mode.
In the dconf-editor UI for this key there is in the field Summary:
Enable Accessibility
And in the field Description:
Whether Applications should have accessibility support.
However practically as far as I an tell set this key on or off has no
actual effect. At least even if it is off orca works as expected,
provided that it be started at login in a graphical environment and the
environment parameters be properly set, which orca-on mainly does.
Maybe I miss something so if someone knows something in the field of
accessibility that doesn't work if this key is set to off, please share
your knowledge.
Else, I could as well remove the gsettings command from the script and
no one will worry...

PS and OT: You should update your kernel to stay safe, as you should be
running version 4.4.132 at time of writing. Instructions there:
