I do not use any of the applications myself. So I do not know about
accissibility with Orca. Maybe others can tell.

First your friend can have a look in Ubuntu Software Center for lots of
applications such as:
GIMP for picture editing;
openshot for video editing;
audacity for sound or soundconverter, vlc etc.
