I'm also experiencing this issue with links that begins on one line and
continue to another one.
Steps to reproduce:
1) Open this page: https://en.wikipedia.org/wiki/Orca_(assistive_technology)
2) Go to the references 2
3) Read the link below labelled " "COPYING file from the Orca git source
code repository""
Result: Orca announces the link twice, one time on the first line,
another time on the second line
Expected result: I don't know if it's a bug or a feature because
visually the link is on two lines

I use the latest Orca master using the orca-git package from the AUR.

In Firefox 61, I notice that when reading line by line, a link will now
repeat if it spans lines. Reading starts from the beginning of the link
and repeats twice.
Sometimes when going into a window using the task switcher, Orca will
announce "No focus." This happens using Mate 1.20.1.
I use a desktop keyboard but set to Laptop mode. The caps lock modifier
randomly does not apply, producing a capital letter instead of
triggering the appropriate Orca function. I don't know if this relates,
but it happened after upgrading, so I thought I'd note it. I spend a lot
of time in Mate-terminal and notice it a lot there.
