Hi, Chris.
I've just tried to test what I understand to be your problem. I think
I'm getting the same result you are, but tell me if I'm on or off track.
I'm using Firefox 52.6.0 and Orca 3.26.13 on Debian Stretch.
I went to www.debian.org. I then used the h key to get to the heading
where the description of Debian begins. I pressed control plus
down-arrow to select that line, than did it several more times. Orca
did not tell me that the text was selected. I then used control-c, and
it did tell me that the selected text was copied. (I forget the exact
wording.)
I then opened gedit and pasted the text into an empty document. The
text was there, although arranged a bit differently than on the Web page.
Is this what you're talking about?

Matthew Dyre did call me, and we discussed my settings, and
configuration a bit. Even he! agrees with me that there is absolutely no
reason really why this shouldn't be working. OK, given I'm on a daily
build of 18.04, I can kind of see why this would be having issues. I
mean, it's a beta. What do you expect? Things can be buggy, come on!
But, here's the thing. I've tried this as well on Ubuntu 16.04, 17.04,
and 17.10. I've tried both with Voxin, and with ESpeak, so it's not a
TTS issue either, which, I never thought it was to start with. All those
environments were running Orca 3.26, which I updated to 3.27.4 Pre. In
both cases, they are not working with Firefox 57, nor with the 52 E S R
build.
I'm totally clueless.
I'd love to know if anyone has any idea what on earth is causing this to
not work.
I could get you all an Orca debug so you could see what's going on, but
I can't remember how to do that, nor where the file is then maintained
on the system.
