Hey Matthew.
That's odd. I just tried Orca master with gnome-shell and MATE in both
Fedora 26 (GNOME 3.24) and Fedora 27 (GNOME 2.26) and the top bar/panel
is presented to me as I arrow left and right. So I would need more
information about your environment.

orca is silient moving through the menu. If you press down arrow the
menu reads fine. This is also happens in Ubuntu 17.10 with orca 3.26
and gnome 3.26. Any ideas on this one.
