howdy,

+1 for arch, most awsome system ever special for visual impaird. always on upstream and up to date. for us there is Sonar linux (based on  marjaro -> Arch; and Talkingarch)
not sure about those old systems, specialy ubuntu is known to patch a lot to make things working (like may know it better than me here :), since he is working for canonical).
if there is a need for using ubuntu LTS as visual impaired i recommend vinux. the a11y stack is up to date there and the project lead is awsome!

It is not easy to install but after installation the update is very easy.

libatspi2 is too old in my Ubuntu 14.04 release, and upgrading it would involve rebuilding and installing all of gnome.  How about Debian testing (Debian 9)?  The Orca version is 3.22.2-2.  I can upgrade Orca more easily than atspi2 if needed.
