i did not try ubuntu 1604 but i've tried 1610, with the newest mat, and i find it accessible. (mate 1.8 i think). for example, in the panel, you will not loose focus anymore, so after removing all the items on the bottom panel, you can delete the panel, and the top panel, where the network and other items are available, is already there. just tab or shift tab, you'll not loose speech anymore! that was mate on ubuntu 1610, sorry if i am wrong.
