I think I won't be alone in wanting independent speech rate settings for
each language. I suspect most of us who have familiarity with more than
one language would agree that we're less facile in some than in others.
So, having the same speech rate as would be set for our native language
would likely not be as successful as the opportunity to specify
different speech rates for different languages.

I guess this is another version of the foreign traveler's frequent
lament, "Once again, more slowly, please."
