Since I cannot reproduce this issue myself, I took a reasonably educated
guess based on what I'm seeing in your debug.out. Could you please pull
master and try again?

Using latest Orca master as of about 13:30 UTC, I still have the problem
where Seamonkey reads every line twice when using the arrow keys. This
appears to happen usually only the first time I open an e-mail message.
Additionally, the first time I open the message window, Orca is unable
to find any navigational elements on the page, even though they do
exist. The second time I open the same message, as demonstrated in the
included debug.out, the arrows speak each line only once, and
navigational elements in the same message are detected and followed
correctly. My debug.out is at
