gsettings set org.mate.interface accessibility true

gsettings set org.gnome.desktop.a11y.applications screen-reader-enabled true

The 2nd command may need to be run using mate instead of gnome, but am almost positive I ran the commands as 
shown above when getting mate going a few 
years ago.

See Debian Accessibility wiki page. If you try MATE via apt-get,
accessibility is probably not enabled. You need to enter 2 commands to
get it work, related to gsettings.
