Hello,
Using Orca from master and Firefox nightly dated 2016-03-20 I can
reproduce this issue too unfortunatelly.
Either there is something to filter out within orca or this is working
differently on linux.

2) Use all four arrow keys to navigate the document.
Actual results:
orca presents live regions Google docs team has implemented in place of
accessible rich text editor. However immediately just before that it
attempts to read the content of the control with focus. That control has
no text thus orca reports blank each time pressing an arrow key while
this view is in focus.
When pressing ctrl or shift + arrows orca does not say blank here.
Is there a way to filter this out without breaking something else please?
