[orca-list] Debugging Plugin

Howdy list,

I made small advanced plugin that toggles debugging to orca runtime. 
just place it in (keep the name):

~/.config/SOPS/plugins-available

and create a link in

~/.config/SOPS/plugins-enabled

for enable it

its predefined to orca + ctrl + d (enables debugging, press it again for 
stop debugging)

there is a problem with canceling debugging. so for now orca just 
restarts for stopping the debug. But it works quite well. so i decide to 
share it.

the plugin is available in the repos soon (and with this via the 
pluginmanager).

i hope someone find it useful
