Looks like you need to set your DISPLAY variable. Try something like:
$ DISPLAY=:0
$ export DISPLAY
You can check to see if it was set with the command
$ echo $DISPLAY
You can Google to learn more or maybe someone more knowledgeable than me
can answer your questions.

On a virtual machine running debian 8.3 with the gnome desktop i'm
trying to start orca.
However, nothing i do seems to work. I installed ssh server when the os
was installed and when logging into the machine i get the following when
trying to run orca.
$ orca
Unable to init server: Could not connect: Connection refused
Unable to init server: Could not connect: Connection refused
Cannot start the screen reader because it cannot connect to the Desktop.
Thoughts?
