[orca-list] Again excess announcement

Hi Joanye, All.

Steps for reproducing:

1. Open the settings dialog "orca", and click "OK" button in this dialog;

2. Select some text and press "ctrl + c".

"Orca" announces "copied" twice.
If again to repeat the above description of the action, "orca" announces 
"copied" three times already.
Also - if instead of "ctrl + c" press "ctrl + x", "orca" did not 
announce "cut".
