I do not use fedora but I can confirm the problem that apparently was introduced in gnome 3.20.

I've just upgraded to Fedora 24 with Gnome 3.20, and now pressing Ctrl+Alt+Del just seems to power off the system after 60 seconds.

The window appears, but Orca can't seem to navigate around it. If I use flat review I can read the count down timer, but no keyboard input seems to work, and there seems to be no way to cancel the window.
