Hi Sathyan.
I've started debugging this and it appears to be a bug in LibreOffice.
When we try to get each paragraph in order purely through using AT-SPI2
(which is what Say All does), some paragraphs claim to have no text. The
paragraphs Orca "skips" are the ones LibreOffice claims are completely
empty.
In contrast, when you use the arrow keys, LibreOffice moves you, figures
out the new caret location, and then tells Orca where you moved to. My
guess is that the work done by LibreOffice to tell Orca the new caret
location is ensuring that when Orca asks for the text at the new
location, LibreOffice gives Orca the correct text.
I'll dig some more into this, but mainly it will be to verify the bug
isn't already fixed in a nightly build of LO and to file a bug against
LO for you if it's not. (Along with the other broken LO stuff I've been
seeing today.)
