[orca-list] Multiple speaking of titles for Mozilla windows

Greetings!

When I switch to or open a window for Icedove or Iceweasel.  Orca speaks 
the title of said window 3 three or more times, when window gets focused.

To reproduce:

1:  retrieve and build orca 3.19.4pre;
3)  start the Mate desktop with said orca attached;
3)  start or switch to a  window for a Mozilla-type application  (orca 
should speak the title once, but repeats title many times).
