Hi.
According to orca's summary presented when the page is loaded, the page has one table.

When I press the t key, orca jumps to the begin of the table and if I press t again, orca jumps to the begin of the same table.

if you press t you should go into a table of java packages.
Try to go to one of them. there appear tables of
classes/interfaces/whatever, but pressing t does not work anymore. To
me it seems like a problem with frames.
I have orca from git, but not the most current master. Still, I
actually believe this one is not fixed.
