[orca-list] Orca's broken console setup has been removed

Hey all.

As you may recall, I asked back in November if anyone was actually using
Orca's console setup (Orca -t/--text-setup). I figured the answer was
"no" given that some testing revealed it has been broken since at least
as far back as Orca 3.10 and since this feature was rendered obsolete by
the -s/--setup option. The responses I received confirmed my suspicions.
As a result, rather than spending time fixing something no one uses and
which is obsolete, I've just removed it.
