hi

I haven't noticed much of a difference when testing the new mouse review 
functionality but I did notice something I've been wondering about. 
Would it be possible to enable the "show tooltips" option to announce 
when orca's arrowing around, not just when using the mouse? The tooltips 
attached to desktop icons are usually helpful and describe what the 
icons do, so could help new users.
