If you're running Arch Linux or a distribution derived from it, there's
apparently an error in the liblouis package that prevents Orca from using
contracted braille. This was reported by someone on the list a while ago.
Unfortunately, Arch Linux developers don't seem to have fixed it yet.

If you aren't running Arch Linux, the problem is probably something else.
