[orca-list] Ubuntu and alt+super+s

Anybody know how ubuntu enables the alt+super+s hotkey for starting 
orca? I am responsible for an automatic linux installation system and 
right now, the hotkey isn't working. I must have left out some package 
or skipped some installation step but I don't know what it might be. 
Orca works but it cannot be started via the hotkey.
