[orca-list] gnome 3.20: the power off screen seems to be inaccessible

Steps to reproduce. If you're running gnome 3.20, press alt+ctrl+delete
to bring up the poweroff screen. It should come up much faster than it
did in 3.18, but orca can't seem to navigate it to find the buttons, at
least not by tabbing around. I tried flat review, but I can't seem to
access it that way either. I'm using orca master, up to date as of ten
minutes ago and sonar linux mate edition, although I'm logged into gnome
at the moment. Can anyone else confirm this? I'm just about to test with
orca stable just in case it's a regression.
