Hey all.
It seems that something changed in Gtk+ 3.20, so that combo boxes claim
to be toggle buttons without names when they first get focus. I'll look
into this and either adjust Orca or file a bug against Gtk+. In the
meantime, if you encounter such a creature press the "toggle button" and
you should be able to access the items in the resulting pop-up.
Lastly, note that this issue exists in Orca's preferences dialog. But
only in GNOME 3.20; not in GNOME 3.18. And I've not changed the widgets
in question.
