You can certainly copy your orca settings to gdm. Try running
sudo mkdir -p /var/lib/gdm/.local/share
sudo cp -R .local/share/orca /var/lib/gdm/.local/share
sudo chown -R gdm:gdm /var/lib/gdm/.local
This should copy everything and change its ownership so that gdm can
read it. Hope it helps.
