Hi,
I run Ubuntu 14.04 with Orca 3.16.2 and LibreOffice 4.2.8.2 and Orca
reads fine the bullet symbols.

or create a bulleted list Orca doesn't read bullet symbol.
1. Open Libreoffice Writer
2. Create a bulleted list with shift + f12 shortcut
3. Write some text and press enter, another element should be inserted
4. Up arrow to read the text
Orca should read bullet and the text you have entered.
Currently only the text is read and you don't have information if this
is a bulleted list.
