[orca-list] bug regarding punctuation?

Hi all.
I am not sure if this is a bug or is by design.

To reproduce try the following steps:
1. Launch gedit.
2. Make sure that the Punctuation Level is set to all.
3. Type the following text, without the quotations:
'This is a test.......'
4. Read the text using up/down arrow.
Result:
Orca reads this is a test 7 dot characters.
5. change the Punctuation Level value to a value other than all.
6. Read the text using up/down arrow.
Result:
Orca reads this is a test.......

My question:
The results in step 4 and step 6 shouldn't b the same?
