[orca-list] Pluma A11Y as root

Dear team,

Debian 8 Jessie, Orca 3.16.

When I try to edit a file with pluma as root, I don't have any A11Y. I
chose sudo method, no root password. So:
sudo pluma is no accessible.
It's the same with:
sudo su -
pluma

I took a note where there are those lines to execute as root:
echo "ORBIIOPIPv4=1
ORBIIOPUNIX=0" > ~/.orbitrc

But it doesn't change anything.
