[orca-list] no help screen when press <orca-h>

Howdy list,
Subject says it all. Using latest orca from master and mate 1.83 on archlinux.
When I press <orca-h>, get orca (version no). When press either 
f2 or f3, it just does what the app function does in non-help mode. Arrow keys 
does same. Mate is the only desktop onboard. Don't see any .en help files.
