Do you have issues with all the pdf files or just with files from this publisher? Might that be that the publisher has included some restrictions within the file such as drm encryption, text selection restriction or other such properties?
For me most pdf files are readable with evince although verry few of them include contents where I can see the list of chapters. I think you already know that you need to enable caret mode by pressing f7 key after opening a file in Evince.

Hello,
I have a pdf file i'm trying to view. Its from a publisher. When I go into
the document with evince i'm unable to tab around to find the treeview of chapters or
anything. When My brother sees me tabbing around its like the document
scrolls threw all the pages.
How can I read pdf files with orca?
