I don't believe it's a strange regulation or law. I think some people want their distribution to be completely free of proprietary code. Also, some proprietary code includes restrictions if it's going to be distributed with some other software. This is why you don't see things like Oracle's Java bundled with a distribution but have to go download it yourself,.

BTW, the point Luke is making about following the laws in your area is clear if you follow the link he provided. The libdvdcss tool allows you to play encrypted DVD's, which may not be legal depending on where you live.
