On Arch, I don't have the problem you guys are having.
I have gnome, orca and espeakup and i can switch between gnome and a
console without doing anything.

People who use pulse say that you can have console speech with
pulse installed so long as nothing in the GUI session is using

speech, say via espeak directly for instance, but that idea was

Pulseaudio has its own problems, but it is much better than it
used to be. Unfortunately, I require console access, and I'm not a
Vinux user, so the only option left to me is to not use pulse on
my computer.
