Angular js in and of itself does not create inaccessible pages.  As I 
recall it is in essence a super set of jsquery and a variety of addons.  I 
hae used sites built with it without any real problems.  I does of course 
depend on the people using angular.  Bad design can make any site 
inaccesible but angular should not be the root cause.
