Well, no, autoreconf --install is not enough. 
I get the following error when trying to configure the package

config.status: error: cannot find input file: `po/Makefile.in.in'
What is there to do?

I'm writing to let the list know that chrys has finished an initial
draft of progress bar beeps in orca. I've tested it and it seems to
work fine, but wider testing definitely needed. There's also a gui
setting in orca's preferences. If anyone wants to test, please clone
the following git repository. http://github.com/chrys87/orca-tick.git.
Then ./configure, make, make install. He says once enough people have
tested it he'll send the patches to joanie for inclusion in orca
itself. It uses gstreamer to render the beeps so it will work out of
the box with any modern desktop environment.
