You can apparently  add the repos., for example:
$ sudo apt-add-repository ppa:gnome3-team/gnome3

$ sudo apt-add-repository ppa:gnome3-team/gnome3-staging

$ sudo apt-add-repository ppa:ricotz/testing

$ sudo apt-get update

$ sudo apt-get dist-upgrade

Do more googling and  see what you can do. but just add repos and you 
can get gnome 3.14
