Yes, startx is run from the tty where you want your xsession after one has booted and logged-in using the CLI.
When you do this you should kill speakup in the console where you will run the startx command. You can type 
the command 
and wait to press enter until you have killed speakup if you want to make sure you typed things correctly.
Then if you log out of the graphical session you turn speakup back on and can use that console for other 
tasks. I am not 
sure about gnome as I do not run it on this machine where I use the startx method to start my desktops, but 
with XFCE or 
mate I must kill speech-dispatcher  after logging out of the GUI, i.e. killall speech-dispatcher.
Before doing this try 
pgrep speech-dispatcher to see if it is still running. 
I think you will have a ~/.gnome-logout file, and if so you could put a command to kill speech-dispatcher in 
there to 
avoid having to manually kill it each log-out I think.
I really like running my GUI with startx instead of using a desktop manager to auto-start a desktop. It means 
I'm up and 
working in the CLI in around 20 seconds instead of waiting on the graphical desktop to load. I am doing this 
on a netbook 
so doing things this way means I have plenty of memory and enough CPu cycles to get work done in my CLI 
consoles 
relatively comfortably.

It then goes on to give some code. What does it mean when using startx? Does
that mean you have to make your computer boot in character mode and run X
from the command line?
