For those of us using MATE who want to test qt5 accessibility, MATE's assistive technologies schema/key org.mate.interface accessibility is insufficient to enable qt5 accessibility. Apparently qt is specifically checking to be sure GNOME's screen reader key is activated in order to enable its accessibility features. In order to make qt5 apps speak, I first had to run gsettings set org.gnome.desktop.a11y.applications screen-reader-enabled true from a terminal. After this, qt5 applications began speaking for me with no further user intervention. This appears to work in all cases here, at least when I tested using the Rockbox Utility. I also tried a qt5 application called Pumpa, which is a pump.io client, but although it mostly worked, I couldn't get it to read my timeline, although that may be mainly because my timeline is probably empty aside from my own posts.
