VirtualBox is not an installer but an hypervisor. It means that it enables you to handle a virtual machine, just like a physical one (in commandline, you can plug CPUs, hard disks, DVDs, controlle!s, sound cards, etc.). In GUI, it's a Qt one. It works today with Orca, but it is not perfect. You need qt-at-spi:i356 package on Ubuntu. It enables you to access to menus, dialogs such as machine settings. But not to the main window and the menus around the VM window once you start it. All that to say that Orca won't help you to install any OS in these VM. When you start a VM, you're just like in front of any computer: either the installer is accessible, or not. Thus, Debian, Ubuntu will be installable on the VM easily, Windows less.

But I consider vbox the most accessible hypervisor through its commandline utility VBoxManage which is perfect for those who don't want a GUI or if some part of FUI is not accessible.
