Last time I checked, the gui installers for Fedora, Paldo, and Open Suse were accessible, while using orca.  
Of the three, Fedora's installer gave me the most difficulty.  Maybe this has changed in the very-latest 
version?  These days, I, too, avoid a distro in which I have to install the accessibility in order to run the 
live media or install the system.
