[orca-list] is commit 934ceff0eb supposed to be present in orca 3.14.3?

In orca master there is the following commit:

This commit resolves an issue related to alt+tab.

Is it possible to include the same commit in orca 3.14?

I have orca 3.14.3 installed in my computer and when I press alt+tab, 
orca only announces panel when I press alt+tab.
