[orca-list] minor issue with orca and newly created windows

I've got a strange issue with orca to report. This doesn't happen all
the time, but often, when a new window is opened, orca can see the
title of the window but cannot see it's contents either by tabbing
around or with flat review until orca is restarted. This might be a
similar bug to the one that prevents orca from seeing new labels or
changed labels. This is very generic, so let me try to clarify. If I'm
copying a large amount of files or a couple of large files from one
place to another, caja shows a progress bar. Orca says progress frame.
But cannot read the progress bar, the number of files remaining, that
sort of thing, until orca is restarted. This is also true of both the
ubuntu and  manjaro update managers. Once the system is updated and
the progress bar goes away, the update manager re-appears, but orca is
no longer able to flat review until restarted. Can anyone come up with
any more examples? Should I file a bug against orca or at-spi? There
is a similar issue in qt applications, although this one prevents flat
review from working at all, so could be entirely different.
