the question is
how do you actually access orca settings
capslock+space not work
insert+space not work
yes i have tryed both
and have the keyboard layout set to laptop

You may need to run
festival --server
before speech-dispatcher will list it. You may also need to make a
system service that will start Festival in server mode automatically
when you boot the machine. Otherwise, speech-dispatcher will fallback to
Espeak. It should be possible to put it into a startup script. If not,
you may be able to add it as a startup application on your desktop. As
far as I know, both GNOME and Unity have support for session-based
startup applications, so adding it near the top should make it start
before Orca starts. Hope this helps.
