I have no braille display so this is just a wild guess based on what I've came accross in the email discussions. I think you need to setup a brlapi keys so the user running orca has appropriate permissions to talk to brltty.

I think the file /etc/brlapi.key should include arbitrary data, by reading this list archives I've found out a post by Jason White explaining that you can do something like the following to create that file

mcookie > /etc/brlapi.key
