[orca-list] increasing Orca's speed

I'm trying to increase Orca's speed beyond the default limit it
installs with. I've changed the rate parameters in
/etc/speech-dispatcher/modules/espeak.conf, but that hasn't had any
effect on Orca.

I'm using Orca 3.11.91pre and speech-dispatcher 0.8 on an Archlinux system.
