On my Intel I7 laptop orca also uses about 10 percent according to the command you gave. To be precise here is the output with all apps closed running the gnome terminal only:
%CPU   PID USER     COMMAND
10.6  1286 peto     /usr/bin/python /usr/bin/orca

However most of the apps appear to run fine and I haven't found no unusual behaviour so I even did not pay attention to this.

What is worying for me is that after upgrading to Gnome 3.10 using multiple accounts in thunderbird causes real freezes for me while manipulating folders view and / or using messages filter.
