If you want the latest Orca, you need to install Fedora. Along with Orca, you will also get the latest Gnome 
packages.  Fedora has long had the reputation of containing the latest stock Gnome installation of all 
distributions.

is not all the way up to date. and I tried manjaro a number of times and it installs but won't boot. The
